It is at this stage that a number of key decisions can be made as to how a smartcard solution can best meet the requirements. There are always a number of potential solutions for any given requirement, and factors such as cost, security, reliability and scalability should be assessed for each solution at this stage. The feasibility study aims to determine the best method of implementing a solution, and to make recommendations regarding the effectiveness of the solution with regard to the original aims. It can also feed back to the original statement-of-requirement, refining the scope and goals of the project.

At this stage, it is necessary to examine in-depth the methods to be employed to achieve the solution. Potential methods and components of the solution are analysed and chosen to provide the most efficient means to meet the stated aim. All aspects of the design are considered and quantified, such that optimum solution strategy can be clearly defined. The final system design can be used as a basis for a technical specification.

The specification aims to define exactly how the system will work. Hardware, software and communications elements are chosen or specified such that the original system design can be implemented. All significant decisions are made at this stage, and their effects quantified such that the scope and limitations of the ultimate system are fully defined.

Again often overlooked or underestimated, the installation and integration phase of any project can be significant. This is particularly the case when the smartcard system must run in parallel with and interface to an existing system. Significant effort is required to ensure that the existing system can be interfaced to the new system in a manner which is advantageous to both user and operator alike. Although this consideration will have been planned for in the system design, it can still present a significant task in the integration phase.

In addition, there are the issues of cabling, comms, training and infrastructure to be considered, such that the end of this phase can genuinely be seen as the successful completion of the project.
